Kevin Oxley

Kevin Oxley - National ChairmanKevin joined the health service in 1989 and has held various roles in Estates and Facilities prior to taking up his current position as Executive Director - Operations and Clinical Support Services, within North Tees and Hartlepool NHS Foundation Trust.

He is also Project Director for the "Momentum - Pathways to Healthcare" capital programme which is developing a business case for a new £420m hospital with 100% single rooms planned for the north of Tees patch.

After a number of years as an estates and facilities director Kevin's move into a wider executive role that includes clinical services such as pathology, pharmacy and diagnostics is an example of the career potential of modern estates and facilities professionals.

He is currently a member of the IHM's EfM Special Interest Group (SIG). This group under the new chairmanship of Rob Smith of the Department of Health is looking at developing general management skills of senior estates and facilities professionals while at the same time raising the profile of estates and facilities within the wider health management arena.

Kevin is a Fellow of the Chartered Institute of Building and was appointed National Chairman of HefmA in May 2006. During his time as HefmA chair he has led on developing a new strategy and business plan for the Association, which are now delivering real benefits to HefmA members.

Tim Litherland

Tim Litherland - Chair ElectTim has worked in the NHS for the majority of his career, currently as Head of Estates and Facilities for the North of England working with and through the three northern SHA's for which Tim and his team provide technical and professional advice/support across the whole spectrum of efm services. During his earlier time in the NHS Tim worked in Wakefield, the Wirral and East Lancashire before a stint at DH/NHS Estates.

Tim also spent some time away from the NHS when he worked in the Middle East, primarily working within healthcare and predominantly on turnkey hospital projects.

As Chartered Engineer, Tim remains involved in a number of key efm areas, such as decontamination, performance and quality, patient environment and developing the efm workforce. Tim became Chair of the Northern Facilities Management Training Advisory Group in 2006 having been a member for several years and is also chair of North West Branch of HefmA and a National Council Member. Tim is a member of the Institue of Healthcare Management (IHM) efm Special Interest Group and has a place on the IHM’s Talent Management Committee.

National Vice Chairman

Steve Warren

Steve Warren - National Vice ChairmanSteve Warren is a Chartered Engineer who joined the Health Service in 1977. He has enjoyed a range of roles within the NHS associated with operational, planning and estates functions and was appointed as Director of Estates in Harrogate in 1992, subsequently securing the post of Director of Facilities in 1997. During this time, Steve has overseen dramatic changes in the delivery of support services including numerous reviews in line with national guidelines and local requirements.

He has assisted a number of National Advisory Groups in the area of Estates and Facilities including the National Fire Policy Advisory Group and the review of the E.R.I.C. returns. For the last 6 years, Steve has represented the Northern and Yorkshire Branch at the National Council, and for the last four years has held the position of National Vice Chairman.

National Secretary

Alison McCree

Alison McCree - National SecretaryAlison is currently employed as the Associate Director of Facilities and Performance at County Durham and Darlington NHS Foundation Trust and is recognised as an experienced healthcare professional with a proven track record of sustained innovation and achievement in the delivery of Facilities Management Services.

Under Alison's leadership her services have achieved measurable improvements for patients, visitors and staff. These improvements have been recognised at a national level from which the Trust is used nationally as a benchmark for the delivery of Facilities Management Services.

Alison has been involved in a number of national strategic projects to improve the patient's journey and experience within the NHS, including the Better Hospital Food and Clean Hospitals programmes as well as the development of the Ward Housekeeper role.

Her day-to-day responsibilities include the leadership of 400 staff that delivers a range of Facilities Services across 8 hospital sites and 56 Health Centre premises.

Alison was National Chairman of the Hospitals Caterers Association from 2004 - 2007, Chairman of Healthcare Caterers International 2005 - 2006 and is currently Assistant National Secretary of the Hospital Caterers Association. Alison has held the role of HefmA National Secretary since May 2006.

National Treasurer

Andy Proud

Andy Proud - National TreasurerAndy Proud joined the Health Service as an Energy Manager in 1986, working for the then Yorkshire Regional Health Authority based in Harrogate. Previous to this he was employed in the private sector having worked for an international M&E Consultancy practice, a national M&E contractor and a glass container manufacturer. During this period with the RHA he was promoted to the roles of, Assistant Reg Property Manager and Assistant Reg Property Director before being appointed as Regional Director of Estates in 1992.

In 1995 he was appointed as Property Director for United Leeds Teaching Hospitals and as the Leeds Teaching Hospitals Trust was formed in 1998 he was appointed Head of Estates. He has been fulfilling the role of Director of Facilities on an acting basis since November 2005.

He has worked on a number of national advisory groups supporting Estates and Facilities issues in the NHS and has been the National Secretary for Hefma (Health Facilities Management Association) for a number of years.
Andy transferred to take up the role of National Treasurer in May 2006.
